Biden has sparked anger among Pennsylvanians after he commuted the sentence of a corrupt judge who was jailed for more than 17 years after he was caught taking kickbacks for sending juveniles to for-profit detention facilities.
In what came to be known as the kids-for-cash scandal, former Judge Michael Conahan shut down a county-run juvenile detention center and shared $2.8 million in illegal payments from the builder and co-owner of two for-profit lockups.
The scandal is considered Pennsylvania’s largest-ever judicial corruption scheme with the state’s supreme court throwing out some 4,000 juvenile convictions involving more than 2,300 kids after the scheme was uncovered.

Biden on Thursday commuted the sentences of two of the Chicago area’s most notorious fraudsters: former Dixon Comptroller Rita Crundwell, who embezzled nearly $54 million from the tiny town to fund a lavish lifestyle, and Eric Bloom, the onetime leader of a Northbrook management firm who defrauded investors of more than $665 million.

Biden on Thursday issued a commutation for former Albany investment broker Timothy M. McGinn, who was convicted along with David L. Smith more than a decade ago of defrauding hundreds of clients in a massive scheme that had wiped out the life savings for many of their victims.
Two others whose sentences were commuted this week were, like McGinn, serving prison terms for financial fraud.
They include Christopher Swartz, a 54-year-old former Watertown food and restaurant entrepreneur who was sentenced in 2017 to 150 months in federal prison for committing tax evasion and defrauding lenders and investors of more then $19 million.

Longtime county commissioner and county Democratic Party chairman Jimmy Dimora was sentenced to 28 years in prison. Prosecutors said Dimora made about $450,000 off bribes, including trips to Las Vegas, prostitutes and an infamous outdoor stone-fired pizza oven installed in the backyard of his Independence home. But he was released in 2023 because of COVID-19 and on Thursday, President Joe Biden commuted his sentence.
